Hi,
do you mean the Issue Key number or the number of issues under your Project Settings page?
If Issue Key, the number will not reset to 0 when you delete the issues. This is because each Key is uniquely assigned to each Issue.
If you mean the number of issues that’s indicated under Project Settings, Issue Type (like below), then this number would reflect your existing issues. If you delete all issues, it would show 0.
